An opportunity
at last!
As a result of
the European
Water Framework Directive Scotland’s river management
is changing. More detailed information on the
legal
processes
can be found by clicking
here , but this Directive requires severely damaged rivers like the Garry to be improved. SEPA have been given the responsibility of implementing these improvements.
Several years ago the Scottish Executive commissioned researchers from the University of Dundee to consider what this
might mean for the Tummel-Garry scheme. The report
is a
mass of interesting information ( to

It concluded that compensation flows could be restored
to the more significant of the fully abstracted
streams in the Tummel-Garry system for only a 3%
loss in
electricity production, which the authors seemed
to think was an acceptable price to pay for environmental
gain.
However, perhaps in anticipation of further
debates, Scottish and Southern Energy plc have recently
volunteered proposals to restore a little water to the Garry.
